False advertising.: If you believe "In a world where the use of force remains governed by the UN Charter and most countries still believe that the Security Council is functioning appropriately", then this is the book for you. If you want a more balanced assessment of said issues, keep looking. This is a typically liberal Canadian view of international law, the Bush Administration, and power in the international system. The author is well informed and writes well. Unfortunately, what starts off as a seemingly detailed, balanced discussion of international law regarding war gradually degenerates into nothing more than a terribly biased rant against all aspects of the Bush Administration's actions in particular, and its foreign and security policies in general. The author's mastery of his subject is to be commended, but his blatant bias undermines what could have been a good book. Just be aware of this when you buy the book.
