Failure to communicate: Horne does a great job with this book to separate fact from fiction, myth from reality of the greatest natural disaster in American History. Even worse than the disaster itself was the catastrophic response by governments on every level. Ironic in that the Dept. of Homeland Security created by the Bush Administration to protect the homeland was ultimately held at least partially responsible in its ineptitude in both protecting the citizens before and rescuing citizens after Hurricane Katrina. The book is very well researched and written overall. The last 80 or so pages are a bit bland as Horne goes into detail of the blame game and attempts to explore why/how the levees failed.
