To fertilize or not to fertilize new trees and shrubs

In the Spring of 1998 I planted a Blue Spruce, three Japanese Lilac Trees, two Hydrangea Trees and several Alberta Spruce shrubs. My questions is "Should I be fertilizing them this year or should I wait?" At what time of year should I fertilize ...
